National network of judges and prosecutors for the application of the standards of the European Court of Human Rights in the Republic of Serbia
The Judicial Academy is part of the project" European Union support for strengthening the capacity of the Judicial Academy", 21.11.2017. published a public invitation to judges and prosecutors for the appointment of members of the National Network.
The national network was established in the composition of thirty-one judges and prosecutors, with the aim of applying European standards of judicial protection of human rights in the Republic of Serbia.
The establishment of this type of Network is important for the spread of the practice of the European Court of Human Rights in Strasbourg (ECtHR) which was established with the aim of protecting the rights and freedoms that are guaranteed Convention on Human Rights.
The national network contributes to strengthening the protection of human rights, facilitates the exchange of information on the jurisprudence of the European Court of Human Rights in Strasbourg, contributes to a common understanding of the importance of applying the highest standards of human rights, makes it available to judges and prosecutors, and enables the holders of judicial functions to be actively involved in the programs training of the Judicial Academy, which contributes crucially to the promotion of the role and importance of the National Network.
Goals of establishing the National Network:
- application of E U standards of judicial protection of human rights in the Republic of Serbia;
- providing easier access to the jurisprudence of the European Court of Human Rights in Strasbourg;
- improving and harmonizing judicial practice in RS courts with European standards;
- ensuring the facilitated exchange of information between judges and prosecutors on the judicial practice of the court in Strasbourg;
- strengthening the protection of human rights in the Republic of Serbia;
- strengthening and consolidating international cooperation and communication between judges and prosecutors

Support to the National Network
Activities of the National Network of Judges and Prosecutors for the application of the standards of the European Court of Human Rights in the Republic of Serbia were implemented with the support of international organizations:
British Council is an international organization for cultural relations from Great Britain. It opens up international opportunities for people from the UK and other countries and builds trust between them around the world. Building cultural and other influences, they are considered the world's leading organization for cultural relations. Cultural relations are a component of international relations that focus on connecting people, but also establishing connections between political representatives and citizens, as well as between political representatives of different countries.
IPA 2012 - the European Union Support to the Judicial Academy project was designed to meet the needs of technical expertise in order to respond to the challenges arising from the obligation to fully implement the European Convention on Human Rights, as well as from the EU accession negotiation process. The goal of the project is to provide support and improve educational activities and new structures within the Judicial Academy and thereby contribute to the establishment of a consistent judicial system in the Republic of Serbia. The results of the project are diverse:
- easier access to the judicial practice of the European Court of Human Rights with the aim of improving and harmonizing the judicial practice in the courts of the Republic of Serbia and harmonization with EU standards
- improved educational activities of the Judicial Academy in order to strengthen the efficiency and effectiveness of judicial training
- improved functioning of new structures within the new competences of the Judicial Academy
European Council is a regional international organization of European countries, with headquarters in Strasbourg. The Republic of Serbia has been a member of the Council of Europe since 2003, and the European Convention for the Protection of Human Rights and Fundamental Freedoms was ratified on March 4, 2004, since then it has been part of the internal legal order of the RS. The European Court of Human Rights has developed practice through its interpretation of the provisions of the Convention, and the law of the Convention cannot be applied without knowledge of the judicial practice of that Court. The main goals of the Council of Europe are the protection of human rights, the promotion of democracy and the rule of law. Numerous reform processes in our country take place in cooperation and with the help of the SE, primarily in the domain of legal and institutional organization of the state, implementation of reforms in the judiciary and other areas in which the SE, based on its mandate, is active. Bearing in mind the basic purpose of the Council of Europe - the promotion of basic human rights and freedoms and the promotion of democracy, it is completely justified that the work of the National Network for the Implementation of the Standards of the European Court of Human Rights in the Republic of Serbia in the coming period will be the most supported by this organization.
Bases of judicial practice of the European Court of Human Rights in Strasbourg
Database of court judgments of the European Court of Human Rights in the Serbian language e-Case
and Case - the database of court judgments of the European Court of Human Rights in Strasbourg in the Serbian language, which brings users closer to the essence of access to the European Court of Human Rights and enables a simple analysis of judgments and case law of the ECtHR;
Cross-references - database of cross-links between ECHR articles and national legislation, a system for cross-linking domestic legislation with the corresponding article of the European Convention on Human Rights, which allows the search to start from the relevant national legislation articles.
The e-Case and Cross-reference applications should help and bring the convention standards closer to the judges during the trial and enable the holders of judicial functions to navigate the available practice sources of the European Court of Human Rights in Strasbourg as easily as possible.
As part of the E U project, a Practical guide for the application of the European Convention in the Republic of Serbia was also created, the purpose of which is to consolidate the available sources of ECtHR case law in one place, on the basis of which the judicial authorities will have the opportunity to quickly and easily obtain the information they need. in order to provide effective protection of human rights when applying domestic legislation.
The Academy of Law will periodically update the "Practical guide for the application of the European Convention" in order to provide timely information to the users of its services.
