Public COMPETITION for the election of the director of the Agency for the Prevention of Corruption [Opened] 

THE MINISTRY OF JUSTICE based on Article 11, paragraph 1 of the Law on Prevention of Corruption ("Official Gazette of the RS", no. 35/19, 88/19, 11/21 - authentic interpretation, 94/21 and 14/22), announces PUBLIC COMPETITION FOR THE CHOICE DIRECTOR OF AGENCIES FOR PREVENTION OF CORRUPTION

The public tender was published in "Official Gazette of the Republic of Serbia", number 117/2022 of October 26, 2022.

PUBLIC COMPETITION

FOR THE CHOICE DIRECTOR OF AGENCIES FOR PREVENTION OF CORRUPTION

I

The Ministry of Justice announces a public competition for the director of the Agency for the Prevention of Corruption.

II

A person who meets the following conditions can be elected as the director of the Agency for the Prevention of Corruption:

that he is an adult citizen of the Republic of Serbia; that it is commercially viable; that it has completed the Faculty of Law (basic academic studies in the scope of 240 ECSB points, i.e. basic studies lasting four years); to have at least nine years of work experience in the profession; to have special knowledge and experience in the field of corruption prevention; that his employment in a state body was not terminated due to a serious breach of duty from the employment relationship; that he has not been convicted of a criminal offense punishable by imprisonment of at least six months or of a punishable offense that renders him unworthy of public office.

The form of the declaration by which the participant of the public competition decides whether he will obtain data on the facts on which official records are kept or whether the authority conducting the procedure will do so can be downloaded from the website of the Ministry of Justice www.mpravde.gov.rs

Documents on the facts on which official records are kept are: certificate of citizenship of the Republic of Serbia, birth certificate, certificate from the center for social work that the person has not been deprived of business capacity, proof that the person has not been convicted of a criminal offense and sentenced to imprisonment of at least six months or for a punishable act that makes him unworthy of public office.

If the participant of the public tender decides to have the authority obtain the data himself, the participant of the public tender is not obliged to submit the documentation referred to in paragraph 1, point. 2), 3), 4) and 8).

The completed statement must be submitted together with the above-mentioned evidence so that the authority can proceed further.

The Law on General Administrative Procedure ("Official Gazette of the RS", no. 18/16 and 95/18 - authentic interpretation) stipulates, among other things, that the authority is obliged to inspect data on facts necessary for decision-making on which official records are kept, to obtain and process them (Article 9, paragraph 3); that in the procedure initiated at the request of the party, the authority can inspect, obtain and process personal data on facts that are kept in official records when it is necessary for decision-making, unless the party expressly declares that it will obtain such data itself. If the party does not submit the personal data necessary for the authority's decision within the deadline, the request to initiate the procedure will be considered irregular (Article 103, paragraph 3). The above-mentioned evidence can be submitted by the participant of the public tender with the application himself, with the aim of more efficient and faster implementation of the procedure.

Applications for the public competition for the election of the director of the Agency for the Prevention of Corruption are submitted on a form that is an integral part of the text of the public competition, which can be downloaded from the website of the Ministry of Justice www.mpravde.gov.rs

Applications for the public competition, with evidence, are submitted directly or by registered mail, within 15 (fifteen) days from the date of publication of the public competition in the "Official Gazette of the Republic of Serbia", to the address: Judicial Academy, Belgrade, Terazije 41, with the indication " Application for a public competition for the election of the director of the Agency for the Prevention of Corruption".

A participant in the public competition for the election of the director of the Agency for the Prevention of Corruption submits the following documents with the application for the public competition for the election of the director of the Agency for the Prevention of Corruption:

work and personal biography; certificate of citizenship of the Republic of Serbia (original or certified photocopy); birth certificate (original or certified photocopy); certificate from the center for social work that the person is not deprived of business capacity (original or certified photocopy); diploma of completed law faculty - basic academic studies in the scope of 240 ECSB points, i.e. basic studies lasting four years (certified photocopy); certificate of at least nine years of work experience in the profession, with an accurate job description (original or certified photocopy); proof of having special knowledge and experience in the field of corruption prevention; proof that the person has not been convicted of a criminal offense punishable by a prison term of at least six months or of a punishable offense that makes him unworthy of public office;

Important:

In order to establish communication between the Judicial Academy and the candidates, a dedicated address has been opened prijemni@pars.rs from which all candidates, after applying, will be sent a special message as a confirmation of the correctness of the address specified in the candidate's application when applying.


This is the way to inform the candidates whether the application is correct, that is, if there are any shortcomings, to point them out, so that all candidates can be invited to take the entrance exam.


We ask all candidates to confirm receipt of that email exclusively from the address to which the email was sent.

They need to send the confirmation email in person because the automatic confirmation (auto replay) will not be taken into account. If the candidate does not answer, he will be called by phone, because this is a signal that the email was not received, or that the candidate did not check the possibly rejected mail.

We ask all candidates to read the message sent to them carefully and to the end and follow the instructions!

* If the candidate changed his personal name after obtaining a diploma or a certificate of passing the bar exam, he is obliged to attach a marriage certificate or a decision on changing his personal name to the application.

 

The fee for taking the entrance exam is 12,000 dinars and is paid to the account of the Judicial Academy no. 840-31109845-16

Important:

PLEASE candidates NOT PAY the predetermined amount of 12,000 dinars as a fee for taking the entrance exam, until the date of taking the WRITTEN part of the entrance exam is precisely CONFIRMED.

Candidates will bring the payment slip as proof and make it available for inspection of the ON THE DAY PASSING WRITTEN part of the entrance exam.
