The participation of the Judicial Academy in the regional conference "The fight against hate crimes and hate speech in the digital and real sphere in Southeast Europe - strategies and policies"

On November 20 and 21, 2024, the Office of the OSCE Mission in Serbia organized a regional conference in Belgrade entitled "The fight against hate crimes and hate speech in the digital and real sphere in Southeast Europe - strategies and policies". 


Ambassador Jan Bratu, Head of the OSCE Mission in Serbia, Tomislav Žigmanov, Minister for Human and Minority Rights and Social Dialogue, Brankica Janković, Commissioner for the Protection of Equality, and Tamara Mirović, Public Prosecutor at the Supreme Public Prosecutor's Office, gave welcoming speeches.


Public Prosecutor in the Department for Combating Hate Speech at the Office of the Chief Prosecutor of Munich, Charlotte Ruff, presented examples from practice and the way the German prosecutor's office acts in the fight against hate crimes and hate speech.


Marharita Zesko, adviser on the program to combat hate crimes at ODIHR and Edo Sujoldžić, legal adviser at the OSCE Mission in Bosnia and Herzegovina, presented the manual "Criminal prosecution of hate crimes between hate crimes and criminalized hate speech".


Through two panel discussions on the topics of differences in Southeastern Europe between hate crimes and criminalized hate speech and the prosecution of hate crimes in the physical and real sphere in Southeastern Europe, the participants had the opportunity to learn about challenges in work and examples of good practice in countries in the region . The panelists were: Tamara Mirović, public prosecutor at the Supreme Public Prosecutor's Office of Serbia, Armin Selmanović, state prosecutor at the Higher State Prosecutor's Office in Podgorica, Nataša Petkovska, legal advisor at the Helsinki Committee for Human Rights, Boris Majlat, special prosecutor for high-tech crime, Srđan Mičić, acting head of the Department for fight against terrorism Federal Administration of the Police of the Federation of Bosnia and Herzegovina and Emilija Mizo Dimko, Public Prosecutor in the Basic Public Prosecutor's Office in Skopje.


The conference brought together representatives of the judiciary, police and non-governmental organizations.


Representatives of the Judicial Academy at the meeting were Ljuba Slijepčević, head of the regional office in Novi Sad, and Andrea Delibašić, advisor in the Department for Research and Education Improvement.
