In Novi Sad, at the "Sheraton" hotel, on March 31 and April 1, 2022, a seminar was held on the topic: "Writing indictments". It is about the continuation of activities in partnership with Office for International Assistance, Advancement and Professional Training in the Judiciary (UPDATE) of the US Department of Justice.

The seminar was attended by deputy public prosecutors, and the lecturers were:

  • Miroslav Krkelić, senior public prosecutor in Subotica
  • Dragoljub Miladinović, Deputy Senior Public Prosecutor in Niš, Department for Suppression of Corruption
  • Leposava Vujanović-Porubović, deputy senior public prosecutor in Belgrade
  • Siniša Važić, judge Court of Appeal in Belgrade
  • Vidak Daković, deputy senior public prosecutor and head of POSK in Novi Sad
  • Goran Jović, deputy prosecutor for organized crime
  • David Rhys Jennings, Resident Legal Counsel, OPDAT, US Embassy in Belgrade (Federal Prosecutor)


The topics covered at the seminar are:

  • The prosecutor's role and writing guidelines
  • The purpose, structure and style of writing acts of public prosecutors
  • General problems related to the structure, language and style of writing acts of public prosecutors
  • FIRAC
  • Sentence of the indictment
  • Methodology of legal reasoning and writing
  • Informal order of evidence
  • Explanation of the indictment
  • Structure and purpose of the explanation


At the seminar, the participants had the opportunity to, through work in small groups, process the following areas in a practical way:

  • Clear written expression
  • Application of the FIRAC method
  • Using an informal order of evidence
  • Writing sentences of the indictment
  • Reasoning in practice
