Activities

The main activities of the project include:

Conducting analyzes of the judicial practice of the European Court of Human Rights in cases against the Republic of Serbia, as well as other cases that may be significant for holders of judicial functions in the Republic of Serbia

Establishing a "crossing system" over the Internet which would link the provisions of national regulations with the relevant norms of the European Convention on Human Rights, the jurisprudence of the European Court of Human Rights, as well as the developed legal concepts

Conducting an analysis of a high number of applications before the European Court of Human Rights and constitutional appeals before the Constitutional Court of the Republic of Serbia, with recommendations for solving those problems

Formulation of recommendations for the improvement of the methodology for making court decisions and the preparation of short analyzes of judgments, as well as the organization of seminars for familiarizing the holders of judicial functions with formulated recommendations

Establishing a network of judges and prosecutors who specialize in the European Convention on Human Rights

Database which will include selected decisions of the European Court of Human Rights, and staff training for its maintenance

Needs assessment in order to identify future training requirements within the justice system

General overview of existing curricula and programs for initial and permanent training, which is followed by an appropriate analysis, all with the aim of improving the curriculum

Comparative analysis of the curriculum in related institutions in EU member states

Recommendations and support for promotion existing and development of new modules within priority legal areas

Seminars and workshops within the framework of initial and ongoing training to strengthen the competences of holders of judicial functions

Comparative analysis of the current mentoring system, as well as the system of relevant institutions in EU countries that are responsible for the training of holders of judicial functions with recommendations for improving the system

"Guidelines for evaluating the work of mentors" and support to the Judicial Academy in the implementation of recommendations

"Manual for Mentors" in order to improve the work methodology, providing support to the Judicial Academy in organizing its promotion

Cooperation and contacts with relevant legal institutions, as well as judicial educational institutions in the region and EU member states

Analyzes of the existing situation in connection with the currently available possibilities and future needs of the information system of the Judicial Academy

 Founded in 1997, the Spanish International Foundation for Administration and Public Policy (FIIAP) is a foundation established by the Government of Spain in the field of international development of democratic governance and strengthening of institutions.

 The Alterfact Association was founded in 2010 with the aim of providing support to the development of civil society and the protection of human rights. The main areas that the association deals with include the promotion of the rule of law, the values ​​of civil society and environmental protection as a human right.

Since its establishment, the association has developed capacities in the field of assistance to the Serbian judiciary, including training, general judicial reforms, technical assistance, capacity building and raising public awareness. Beneficiaries of projects already implemented or currently being implemented are judges, deputy prosecutors, judge and prosecutor assistants, employees of the judiciary, including special departments (legal aid, enforcement departments, judicial practice departments, etc.), as well as one professional association ( Association of Misdemeanor Judges).

Donors with the help of which the Association implemented the most recent projects are the European Union, the German Agency for International Aid and Cooperation (GIZ), the Ministry of Foreign Affairs of the United Kingdom of Great Britain and Northern Ireland, the Embassy of the Netherlands and the USAID Serbia - Judicial Reform and Government Accountability (JRGA) project. .

Project activities

The project is designed to meet the needs of technical expertise to respond to the challenges arising from the obligation to fully implement the European Convention on Human Rights, as well as from the EU accession negotiation process.
The goal of the project is to provide support and improve educational activities and new structures within the Judicial Academy and thereby contribute to the establishment of a consistent judicial system in the Republic of Serbia.

Result 1

Facilitated access to the jurisprudence of the European Court of Human Rights with the aim of improving and unifying the jurisprudence in the courts of the Republic of Serbia, as well as bringing it into line with EU standards.

Result 2

Improved educational activities of the Judicial Academy in order to strengthen the efficiency and effectiveness of judicial training.

Result 3

Improved functioning of new structures within the new competences of the Judicial Academy.
