Administrative procedure and administrative dispute
The Judicial Academy, in cooperation with the OSCE Mission to the Republic of Serbia, on October 30, 2024, organized the third of a total of four scheduled trainings on the topic: "Administrative procedure and administrative dispute", intended for participants of the initial training of the Judicial Academy. The training was held in the hall of the Judicial Academy in Kragujevac.
The lecturers at this seminar were:
- Dobrosav Milovanović, full professor at the Faculty of Law, University of Belgrade
- Radojka Marinković, judge of the Administrative Court and president of the Administrative Court
- Zurab Sanikidze, Senior Legal Adviser, Rule of Law Department of the OSCE Mission to Serbia
The topics covered are:
- Reform of public administration and administrative justice: General overview of international standards
· Law on Administrative Procedure
- basic principles of ZUP, first-instance procedure (initiation of procedure), evidence, procedure until the adoption of a decision
- solution and conclusion
- legal remedies, special cases of annulment, cancellation and change of decision
- execution of decisions in administrative proceedings
· Law on Administrative Disputes
- the object and goal of ZUS, the parties, initiation of an administrative dispute, content of the lawsuit, suspensory effect of the lawsuit
- previous procedure
- determination of facts and court decisions
- extraordinary legal remedies
- execution of judgments of the Administrative Court
