Presentation of examples of EU best practice in combating environmental crime, with special reference to hazardous waste - illegal trade in hazardous waste
Serbia has made a significant legislative and institutional effort in the fight against severe and organized crime. However, the final court results in criminal cases do not reflect that effort, although the legislative framework establishes useful instruments for combating severe and organized crime.
In the framework of the first phase of the project, the assessment of necessary trainings (PNOs), focused on strengthening professional skills and the capacities of Serb judges, public prosecutors and law enforcement (OSZ) in the fight against severe and organized crime. The result of this process is the report of the analysis of necessary training, which includes the development of training programs for all criminal proceedings.
On that occasion is a realistic training 27. and 28. February at the Mona Plaza Hotel in the fight against environmental crime, with special hazardous waste practices ", with a specific aim of strengthening Serbian actors in criminal proceedings (police investigators, judges and public prosecutors) in combating, Investigations, processing and trial in environmental crime cases, with harmonization of national initiatives with European environmental standards.
International lecturers were:
• г. Antonio Vercer Noguera - Doctor of Science and State Prosecutor in the Supreme Court (Spain), Head of the Office of the Public Prosecutor's Office for Environment and Land Planning. President of the Consultative Council of European Prosecutors (Kvet);
• Ms. Helena Hil Esteve - Judge (Spain), Court in Valencia;
• г. Federiko Nina - Lieutenant Colonel Carabinjera, Group of Carabinjera for Environmental Protection (Italy);
• г. Hector Santed Liebana - Head of the Criminal Intelligence Team for Pollution in the Central Operational Unit of the Nature Civil Guard ("Seprona"), sent to the EU O2-24 AP Envicrime (Europe).
The lecturers from Serbia were:
• Mrs Nena Milovanović Bjelica - the first basic public prosecutor's office in Belgrade;
• г. Nikola Vuksanović - Police Inspector, Department of Suppression of Environmental Crime;
• г. Novica Nedeljković - Police Inspector, Department of Combating Environmental Crime, MUP of the Republic of Serbia.

• Jurisdiction of the Spanish Public Prosecutor's Office for the Environment and Land Planning;
• Environmental crime in Serbian legislation: existing legal framework and how the application of EU legislation will improve its efficiency;
• Review of the most relevant EU regulations on environmental crime;
• Fighting environmental crime: Italian system;
• Illegal trade in waste and organized crime;
• Challenges faced by Serbian investigators in eco-friendly cases crime;
• Practical aspects of ecological crime;
• Review of the most relevant EU case law on environmental crime;
• Serbian relevant case study: challenges and solutions;
• Illegal waste trade in Spain: Case study;
• Crimes in relation to waste: How to lead an investigation.
After that, the discussion as well as certain conclusions in this matter followed.
