Training for the advanced use of the Public Procurement Portal for the Prosecutor's Office

On November 27 and 28, 2025, training for advanced use of the Public Procurement Portal was held at the "Vila Breg" hotel in Vršac, intended for representatives of public prosecution offices and the Office for Public Procurement. The training was organized in cooperation with the Judicial Academy and the Supreme Public Prosecutor's Office, and the project "EU support for public finance management" implemented by UNDP is implemented.

In his opening address, Miljko Radisavljević, public prosecutor of the Supreme Public Prosecutor's Office, emphasized the key importance of strong institutional cooperation. He emphasized that positive examples, such as successful cooperation with the Office for Public Procurement, should be recognized and further strengthened. He also pointed to the importance of an open and constructive approach to the exchange of information, especially in the field of public procurement, where the subjects are complex and require coordinated work. Prosecutors' offices, as he stated, consistently show their willingness to cooperate, because it directly contributes to the more efficient performance of their responsibilities. Although this training will further strengthen their capacities for independent work, prosecutors will still in certain situations depend on the timely and efficient responses of the Office, when they need additional information. Maintaining trust, professional relationships and personal contacts between institutions remains a key prerequisite for effective action and quality cooperation.

Suzana Todorović, representative of the Office for Public Procurement, emphasized the importance of the legislative framework of public procurement in the legal system of Serbia. She reminded that the current Law on Public Procurement is fully aligned with EU directives and that, although many still call it "new", it has been in force for six years. She highlighted the improvements of the Public Procurement Portal, which today is a modern IT tool with a significantly larger volume of data compared to the first version, and as such represents valuable support for the work of prosecutors. She stated that the Office treats cases submitted by public prosecutors as urgent, but that prosecutors, by using the Portal, can access many relevant data immediately and without waiting for an official response, which previously took two to three weeks. That, as she pointed out, significantly contributes to faster and more efficient handling.

The main functionalities of the Public Procurement Portal are presented below, with an emphasis on its role as a comprehensive and modern tool that enables greater transparency and more efficient work on cases. Participants were introduced to the key capabilities of the Portal, including access to procurement plans, tender documentation, notices on the initiation of procedures, decisions on contract awards and data on contract execution. Special attention is paid to advanced search options, monitoring tools and an analytical module, which enable faster identification of potential irregularities and support evidence-based decision-making.

Representatives of the Public Procurement Office emphasized that the Portal now contains significantly more data than earlier versions, providing public prosecutors with immediate access to information that is crucial for timely and efficient work. By fully utilizing the available functionalities of the Portal, prosecutors can more easily manage complex cases, reduce delays and improve the overall quality of public procurement supervision.

The lecturers at the training were representatives of the Office for Public Procurement: Tijana Tomić, Mladen Alempijević, Suzana Todorović and Milica Vuksanović.

The topics of the training were:
• the basics of work and the public part of the Public Procurement Portal,
• access to the Public Procurement Portal database by prosecutor's offices in order to perform tasks within their competence,
• examples of requests for the implementation of monitoring sent to the Office for Public Procurement by prosecutors' offices and a presentation of the search for the requested data on the Portal.
