Effective investigation planning in cases related to public procurement
The Judicial Academy, in cooperation with the Supreme Public Prosecutor's Office, with the support of the USAID Project for the Improvement of Public Procurement and the Bureau for the International Fight against Narcotics and Law Enforcement of the Embassy of the United States of America - INL, organized training for public prosecutors and assistant public prosecutors of special departments for the suppression of corruption of higher public prosecutor's offices and for police representatives on the topic of efficient investigation planning.
The training was held on December 16 and 17, 2024 in Belgrade at the Moxy Hotel.
The lecturers at the training were:
- Dragoljub Miladinović, public prosecutor of the Appellate Public Prosecutor's Office in Niš;
- Daliborka Srećkov, consultant of USAID's Public Procurement Improvement Project;
- Branimir Blagojević, consultant of USAID's Public Procurement Improvement Project;
- Jelena Pantelić, financial forensic scientist at the Prosecutor's Office for Organized Crime.
The topics covered in the training were:
- Presentation of a hypothetical case related to public procurement and discussion of potential steps to verify the allegations of the application;
- Public procurement portal, access and functionality, with reference to the basic principles of public procurement and possible abuses;
- Search of the Public Procurement Portal using the available filters with a focus on the relevant provisions of the Law on Public Procurement in the context of the presented case;
- The role of financial forensics in the analysis of cash flows;
- Analysis of turnover per account in the context of the presented case and discussion of the outcome;
- Essential features and proof of the criminal offense Misuse in connection with public procurement;
- Analysis of established facts and legal qualification in the context of the presented case.
