Safety is not a choice: Risk assessment and the role of institutions in preventing violence

The Judicial Academy, in cooperation with the Chamber of Social Protection and with the support of the United Nations Development Program (UNDP) in Serbia, and within the project "Reduce risk - increase security III", realized the last of seven one-day multi-sectoral trainings entitled "Security is not a choice: risk assessment and the role of institutions in preventing violence".

The training was held on November 7, 2025 at the "Terme Tiski cvet" hotel in Novi Bečej.

The lecturers at this training were:
• Sandra Perić, director of the Chamber of Social Protection, i
• Gorjana Mirčić Čaluković, public prosecutor and lecturer at the Judicial Academy.

Sandra Perić presented on the topic of raising awareness of personal and professional biases and the influence of individual attitudes on handling cases of domestic violence.
Gorjana Mirčić Čaluković first organized work in groups on the topic "Selecting and transmitting key information in a multisectoral context", and then held a presentation "All for one: multisectoral response in practice - understanding the roles and responsibilities of everyone in the protection chain".

It was concluded that the need for such trainings was clearly observed and confirmed, because until recently the representatives of the institutions in this province mainly relied on the imposition of emergency measures. The emphasis of these specific trainings is placed on cooperation between all relevant institutions - police, prosecutor's office and centers for social work, as well as on connecting other services at the local level.

Through case studies, participants simulated the work of groups for coordination and cooperation and created individual protection and support plans for the victim, because only coordinated work leads to a proactive investigation, and not relying solely on the victim's statement, which is a frequent practice.

As part of the aforementioned UNDP project, as an introduction to this multi-sector cooperation, a day of training was previously held on the same topic, but exclusively for members of the MUP from different cities of AP Vojvodina. The lecturers were Gorjana Mirčić Čaluković and Marina Striković from UKP MUP.

Taking into account both days of lectures (7 + 7), the total number of participants was 522, from 40 out of a total of 45 municipalities of AP Vojvodina.

During all the days of the project, the website of the Judicial Academy, with specific content on this topic, and the distance learning platform of the Judicial Academy, especially the online training "Domestic Violence" with seven modules, which the lecturers talked about in detail during their presentations, were specially promoted.

The main message of the last training was that, by applying all the laws that regulate this area in the work of all institutions, the number of femicides and the number of rejected criminal reports will be reduced - because femicide is prevented precisely by multisectoral cooperation.
